Biosecurity audits rarely fail on equipment. They fail on the distance between what the written plan says and what a tired team actually does at six in the morning, on a delivery day, with a lorry waiting at the gate. So this checklist is built around barriers rather than around purchases, because a barrier can be inspected and a purchase cannot.

Straight to it: biosecurity works through three barriers applied in a fixed order, segregation, then cleaning, then disinfection. That is the framework FAO uses in its poultry biosecurity guidance, and the order is the whole point: cleaning cannot repair a boundary that was never closed, and disinfectant does nothing useful on a surface that is still dirty. Why the order of the three barriers is not negotiable

FAO defines biosecurity as three principal elements applied in sequence: segregation, cleaning and disinfection. Segregation means creating and maintaining barriers that limit the chance for infected animals or contaminated material to reach an uninfected site, and FAO is explicit that this step, properly applied, prevents most infection. Cleaning removes visible dirt from anything crossing the boundary, which removes most of the contaminating agent with it. Disinfection then inactivates what survives on a surface that is already clean.

The practical consequence is uncomfortable for a lot of farms. If you are spending heavily on disinfectant and lightly on boundary control, you have inverted the pyramid. A footbath at a gate that vehicles routinely drive around is not a third barrier, it is decoration. The audit question worth asking on your own site is simple: which of the three barriers is the weakest here, and are we buying more of the barrier we already have?

The written plan is a regulatory object, not paperwork

The written plan is what turns a set of habits into something auditable. WOAH’s Terrestrial Animal Health Code, in its chapter on biosecurity procedures in poultry production, states that all establishments should have a written biosecurity plan, that personnel should have access to basic training in biosecurity relevant to poultry production, that records of cleaning and disinfection of farm and hatchery buildings and equipment should be maintained and readily available for inspection on site, and that health monitoring should be under veterinary supervision.

In the European Union, Regulation (EU) 2016/429, the Animal Health Law, puts biosecurity among the operator’s own prevention duties and requires establishments keeping animals to be registered with the competent authority, with approval and additional biosecurity, surveillance, facility and personnel requirements for certain movements of poultry between Member States. The responsibility for the plan, though, stays with the operator whatever support is bought in.

Check your own national rules before assuming any of the above applies unchanged to your site. Requirements differ by country and by flock category, and the thresholds that trigger approval are not the same everywhere.

The daily checklist, barrier by barrier

A daily checklist is easier to follow when each line is attached to the barrier it defends, because staff then understand what they are protecting rather than which box to sign. The table below is the version we would put on a zone entry board, one column for the control and one for the trace it leaves behind.

Where protocols actually break down

Protocols break down at the points where following them costs time. The gate procedure that works on a quiet Tuesday is the one skipped when the feed lorry is late and the driver wants to reverse straight in. Visitor logs filled in at the end of the day lose the only thing they exist for, which is the ability to reconstruct contacts backwards from a positive result.

The second recurring failure is the one-way ratchet on complexity. A plan gets an extra step after every incident, nobody ever removes one, and after three years the shift team is quietly running an abbreviated version that nobody has written down. If your protocol has more steps than a busy morning allows, the protocol is what needs revising, not the team.

Detection and reporting: the part that is a legal duty

Detection carries a legal obligation that the rest of the checklist does not. Avian influenza is notifiable in poultry and other captive birds, and anyone with day-to-day contact with the flock is expected to report a suspicion promptly to the veterinary authority. EU legislation requires early detection systems that allow owners and keepers to report any sign of the disease rapidly to the competent authority, and sudden changes in mortality have been used to build the criteria for reporting suspicion.

What that means on the ground is that an unexplained mortality spike is a call to make, not a matter to observe for another day. Suspicion cannot always be resolved by clinical and epidemiological investigation alone, so samples go to a laboratory, and that route runs through your veterinarian and the authority, not through the farm office. Does a small flock need a written plan?
