A range is not a welfare improvement until birds walk onto it. That sounds obvious, and it is exactly the step most enrichment plans skip. Flocks with identical certified access can differ by a factor of two in how many hens actually go outside, and the design of the run explains a large part of that gap.

Where to start: the first question on an outdoor run is not what to put on it but how far from the popholes the birds are willing to travel. Hens are prey animals that avoid open ground. Cover, whether planted or built, is what converts a legally compliant paddock into a range the flock uses across its whole surface.

The number that should drive the design: how many hens are actually outside

Published observations of commercial flocks give a wide spread rather than a single figure. A 2022 review of welfare in free-range and organic laying hen systems, drawing on published studies and producer interviews, reports a mean of 23% of hens outside in non-organic Dutch flocks, with a coefficient of variation of 65%, against roughly 48% in Swiss flocks with a coefficient of variation near 40%. Other work counting pophole traffic rather than birds on the range puts the share of hens using the openings above 80%.

Those figures are not contradictory. They measure different things: presence on the range at a moment in time, versus ever crossing the threshold. Both matter, and neither is captured by the certification label on the egg box. When we assess a range, we count birds at set distances from the house at set times of day, because that is the measurement that responds to design changes.

Some hens are outdoor hens and some are not

Radio-frequency identification work on individual birds has changed how this question is framed. Instead of a flock average, it shows stable individual patterns: hens that access the range daily, and hens that rarely leave the house at all. The distinction appears early. Birds showing low range use between 20 and 36 weeks are unlikely to become heavy users later in lay.

The practical consequence is that rearing matters as much as the run itself. A pullet raised without exposure to varied space, changing light and overhead cover has to learn all of it at once at point of lay, which is also the moment she is under the most physiological pressure. Range design cannot fully correct for a rearing environment that never asked the bird to explore anything.

Cover is the single lever with the clearest evidence behind it

The strongest documented effect on range use comes from giving birds something to walk under. A shelterbelt of trees of varying heights, roughly 1, 2 and 3 m, positioned 10 to 20 m from the henhouse, almost doubled the percentage of hens observed more than 20 m from the building. Shade cloth produced a comparable result, with almost twice as many hens observed outside.

Planted cover keeps working, and improves with age. A study following outdoor ranges before and after bush planting, then one and two years afterwards, found hens using the planted areas increasingly over time. The general preference for staying close to the shed weakened in the second and third years, meaning more birds ventured into the far sections of the paddock as the vegetation established.

An empty paddock is not a range. It is a strip of ground the flock will occupy for the first ten meters and abandon after that.

The rules already tell you where the shelters go

For eggs marketed as free range in the European Union, Commission Regulation (EC) No 589/2008 sets the frame. Outdoor stocking density may not exceed 2,500 hens per hectare, that is one hen per 4 m2. Popholes must give direct access to the outer area, be at least 35 cm high and 40 cm wide, run along the entire length of the building, and provide a total opening of 2 m per 1,000 hens.

The distance rule is the one that reads like a design brief. The run must not extend beyond a radius of 150 m from the nearest pophole, and may only reach 350 m where a sufficient number of shelters are evenly distributed across the whole run, with at least four shelters per hectare. The regulation also requires the run to be mainly covered with vegetation. In other words, the legislator already concluded that hens will not use distant ground without shelter, and wrote that conclusion into the marketing standard.

Distributing popholes along the building rather than clustering them, and placing the first cover within sight of those openings, follows directly from the same logic. Reading an enrichment claim before you buy it

Range enrichment attracts confident marketing, and the confident numbers usually come without a study attached. Google Scholar is useful here, but it is worth being precise about what it is: a search index, not a source. A claim that a shelter design raises range use is only checkable when you can reach the underlying paper, see the flock size, the housing system, the country, the season and the measurement method, and decide whether any of it resembles your site.

Three questions settle most of it. What exactly was measured, birds on the range or birds through the pophole? Over what period, since range use rises through spring and collapses in wind and rain? And in which system, because results from a 4,000-bird flock in a temperate climate transfer poorly to a 16,000-bird house elsewhere.

What we watch after a change

Give any modification a full season before judging it. Range use is strongly weather-dependent, and a shelter installed in October will look useless until March. The measurements worth keeping are simple: bird counts at fixed distances at fixed times, the state of the ground near the popholes, which is where poaching and parasite pressure concentrate, and plumage scoring at intervals through lay.

Ground condition deserves particular attention because it works against you. The area immediately outside the popholes takes the heaviest traffic, degrades first, and once it turns to mud it becomes a barrier that suppresses the very behavior the run was built to encourage. Hard standing or rotated access on that strip protects the rest of the design.

Enrichment inside the house matters too

Range design only addresses the hours the flock spends outdoors. The rest of the welfare picture is built indoors, and most of it costs very little.
